Immigrants To New Brunswick Province
Canada is among few countries which have a full of zip program for permanent immigration. The immigrants have to ensure that they follow all procedures and regulations of Canada. However, in Canada, the immigration procedure is shared by both Federal and Provincial governments, but Federal Government is responsible for insuring visas and accepting immigrants. This is done to guarantee national security and integrity in the scheme. However, as noted from Canadian Migration News, there’s extreme increase of immigrants to New Brunswick province; each an every year, thousands of immigrants around the world normally choose this NB province of Canada as their fresh home. These immigrants are workers, investors, entrepreneurs, refugees, or people who want to be reunited with their family members. The New Brunswick province welcomes immigrants in good hands; they have even signed a Provincial Nominee Conformity with the federal government, which permits the Province to play a more active function in immigration by choosing a number of immigrants to perform specific economic necessities. In addition, as noted from this agreement, the immigrants who will be nominated by the Province, their immigration application processed expeditiously that will finally result to a shorter processing period for immigrant visas.
Canada catches the attention of more foreign students to its institutions of education and it gives those students a better hope, hence convincing them to reside in Canada upon graduation. The international students with Canadian degrees normally have a better opportunity of finding employments than internationally-trained immigrants, who have to go via the foreign credential recognition procedure. Being juvenile, educated, and standardized to Canadian life, foreign scholars are immigrants of preference, without settlement-integration cost and well-built potential to throw in to the Canadian labor force. According to Canadian foreign students statistics, in December 2006, there were a total of 157,000 foreign students in Canada; majority of them coming from, Korea, China, and the United States. Also, the Canadian Bureau for International Education statics shows that this number could increase as many as 30,000 experienced immigrants every year. Conversely, the Canadian government have guaranteed those international students with Canadian degrees will have an opportunity for applying Permanent Residency.
Background of the problem
There’s extreme increase in literacy crisis, most of students are unable to complete their studies successfully. Also, speaking and reading English is a major problem with ESL students, they are much influenced by tradition lecture and textbooks mode pedagogies which doesn’t tolerate English.
Literature review
Canada is one of the countries that are well developed with well developed institutions of higher learning. Thus the country receives high number of international students joining various programs in the universities and colleges in Canada (Brouwer, 1999). Besides, the country also receives high number of immigrants. Immigrants in Canada come from various parts of the world including Africa, Asia and Australia. Immigrants come to Canada mostly in search of employment in the manufacturing and processing industries as well as in the service industry. Though majority of immigrants are literate, they may not necessarily have the necessary skills to land them into skilled labor (Bruce, 2001). As a result, they end up as unskilled laborers getting meager pay.
This has made several immigrants to have a lower economic outcome for Canada as they either do not get the appropriate jobs or lack skills to be in well paying jobs. International students are also a major concern in Canada. They are part of immigrants that influence the country’s development in one way or the other. Taking English as a second language in Canada poses challenges but it has proved to be the best solution for the immigrants and international students from non-English speaking nationalities to climb the economic ladder. English is the language of communication in Canada and anybody not conversant with the language may face difficulties in communication with employees and hence difficult to get a job. As a result, immigrants may have a difficult time to get a job as well as surviving in New Brunswick. Besides, the experiences of those taking ESL instruction are not that easy. Hence there is need to explore this issue in order to come up with a solution.
Various measures have been proposed to exploit the immigrants’ potentials into Canadian economy. Government must increase its involvement in offering immigrants with the basic ESL and other necessary skills that will enable the immigrants to work effectively. The shortage in skilled labor in Canada can be solved by immigrants. Immigrants coming to Canada can be really useful in fulfilling the country’s labor demands. This research will explore the economic outcomes as well as experiences of adult immigrants and international students taking ESL instruction (Bruce, 2001). In addition, the government must remove barriers to labor market that inhibits immigrants from getting employment from the local market. The international students in Canada can also be motivated to work in Canada. Offering competitive pay to such students who have already taken ESL instruction can be useful to the economy. Adult immigrants taking ESL instruction are capable of developing important skills that can help them fit in the diverse job market (Goldberg, 2000). The existing research covers the Canada hence this research will mainly focus on New Brunswick.
