Production is planned basically in line with the distribution of Mn resources in China.
Before the 1970s, the State invested in the construction of a number of large-scale manganese mines (the Xiangtan Manganese Mine, ‘8.1’ Manganese Mine, Mugui Manganese Mine, Zunyi Mine and Wafangzi Manganese Mine) and a batch of local small and medium State-owned mines. In 1978, the State Planning Commission decided to set up two manganese ore corporations in Hunan Province and the Zhuang Autonomous Region of Guangxi respectively. Affiliated with the Hunan Manganese Corporation are the Xiangtan, Taojiang, Dongxiangqiao, Huayuan and Manaoshan Manganese Mines; and affiliated with the Guangxi Manganese Corporation are the Daxin, Longtou, Mugui, Pingle, Lipu, Wuxuan, Wuming, Mashan, Xiatian, Jingxi and Tuhu Mines. In 1980, the Fujian Manganese Corporation was formed, under which are the Liangcheng and Xiaotao Manganese Mines. Manganese ore corporations were established subsequently in Guangdong, Yunnan and Shaanxi in 1984, 1986 and 1989, respectively. Approved by the Ministry of Metallurgical Industry, the Nanfang Manganese Mining Group Corporation was established in Changsha, Hunan Province, which indicates that the Chinese manganese mining began to operate based on group corporations.
Currently there are 28 manganese ore mines in addition to hundreds of small local mines and township collective-owned and self-employed mining sites. The total production scale is 3.42 million tons. The production capacity of the mines in southern China’s Guangxi, Hunan, Guizhou, Chongqing, Yunnan, Guangdong and Fujian amounts to 87.7% of China’s total production capacity (Hunan and Guangxi amount to 54.2%). In the fiscal year of 1997, 18 provinces, municipalities and autonomous regions produced 3.694 million tons of processed ore. The total output of the above seven provinces, municipalities and autonomous regions was 3.296 million tons, constituting 89.2% of the total output of China and the output of Hunan and Guangxi occupies 61.8%.
Manganese-series alloys are produced in 26 provinces, municipalities and autonomous regions. Their total output in 1996 was up to 2,009,700 tons. Hunan, Liaoning, Guizhou, Yunnan, Guangxi, Sichuan and Jilin have an output amounting to about 70% of the national total. The output of Shanghai, Jiangxi, Hebei, Zhejiang and Shanxi makes up 20%.
There are 12 key enterprises and 22 local enterprises in the iron and steel industrial sector involved in manganese alloys production, whose output accounts for 84% of the national total with the key enterprises and the local enterprises being about half-and-half; while in other industrial sectors, the alloy-producing factories and enterprises have an output making up 16% of the total.
