Tom Slaughter Venice Florida: City of Venice versus Steve Milo

Steve Milo went to Venice Florida and bought 4 houses and changed its garage to apartments. From then on, short-term house rental has been a good real estate business in the city. Milo is a successful web marketing guru and he is the New Media Director of Marvel Comics. Milo opened two websites where he posts his available rooms for rent.

Golden Beach Homeowners Association and private neighborhoods were disturbed due to the number of renters that Milo’s properties attracted. The problem was brought up to the city council.  A public hearing was brought by dozens of realtors and homeowners in the city to ban the short-term rentals, which is defined as a less than 30 days of stay in the city. Then the help of Tom Slaughter Venice Florida Planning Director was sought.

Tom Slaughter Venice, Florida Planning and Zoning Director explained the problems of having short-term house rentals. Bruce Lebedum, president of homeowner’s association in the Venice island neighborhood of Golden Beach, thinks that short-term rentals are like renting motels. Realtors and landowners also claim that restricting rentals would violate their property rights.

Due to the complains from Golden Beach Homeowners Associations, Inc. about the short-term rentals of houses in the city and the problems it cause to the city and to the residents, the planning and zoning department as well as the city council took proper observations and reviewed the methods of dealing with the rental issues like the differences between rental categories, zoning districts and permitted usage. They also obtained the opinion of both the proponents and opponents of restricting short-term rentals, reviewed the frequency of rentals, rental signage, and commercial activities in residential districts and reviewed the city ordinance.

In response, Martin Black, City Manager, decided that the city ordinance needs specification on the definition or terms of duration of house rentals. Tom Slaughter Venice Florida Planning Director is advised to do the recommendation and presentation.  Other than that, options of regulating the rentals without affecting the property rights and amendment of the city ordinance were also raised.

Fred Hammett, the City Mayor, also decided to take action on the public concern. In line with this, Martin Black ordered the Building Official and Fire Marshal and the Florida Division of Hotels and Restaurants to review their inspections on all public lodging establishments within the city. A list of all properties that are to be inspected was prepared, which includes the property of Steve Milo.
