So the highest point of your fountain is 2.5 feet then it is advisable to use a fountain pump with max head as 3 because at the top the strength of water flow will definitely reduce that is why it is advisable to keep the max head value a little more than the highest point of water outlet in your fountain cascade.

Also it is advisable to use a pump that will accept supply from a solar cell because then you will not need a direct supply of electricity from An AC adapter if you plan to invert in a solar cell later. The solar cell will convert direct sunlight in to electricity and run the fountain pump outdoor that will definitely save some electricity.
