With August winding down, locals have begun preparing for the upcoming school year. Stores across the country are advertising back-to-school sales on everything from clothes and shoes to notebooks and pencils.

Students returning to theNorristownAreaSchool District can expect many of the normal events that occur during a normal school year, such as tests, homework, and the occasional assembly. However, the 2012-13 school year will include several notable changes in the district.
Back to School Sales. Perhaps the most prominent change is the institution of theNorristownAreaSchool District “VirtualAcademy,” a cyber-school for students in at least sixth grade. The program was designed with help from the Chester County Intermediate in an attempt to keep students in the district who may attend school elsewhere.
“All of our stores are stocked with Back to School items so moms can come in and get a wide variety of selection. We have tons of backpacks, composition notebooks, paper and everything parents need,” said Brandie LaMonte, Walmart Store Manager.
Walmart took things a step further by contacting area schools to help with Back to School shopping for parents by providing lists for each grade level.
Teachers like Kristen Ulloa hit stores to spruce up her classroom. She teaches an orchestra class atPineGroveMiddle School. She wants to create a welcoming atmosphere for students.
“We need to have things in the classroom that engages and makes them want to learn. No one wants to walk into a white room and be told they that they have to learn so I am trying to bring a little of my personality,” said Kristen Ulloa.
Iowa. Beginning on 12:01 a.m., August 3, 2012, through midnight, August 4, 2012, no sales tax, including local option sales tax, will be collected on sales of an article of clothing or footwear having a selling price less than $100.00. Clothing does not include watches, watchbands, jewelry, umbrellas, handkerchiefs, sporting equipment, skis, swim fins, roller blades, skates, and any special clothing or footwear designed primarily for athletic activity or protective use and not usually considered appropriate for everyday wear.
Louisiana. Beginning at 12:01 a.m. on Friday, August 3, through 11:59 p.m. on Saturday, August 4, the first $2,500 of the sales price of noncommercial purchases (not leases) of items of tangible personal property (not vehicles or meals) are exempt. The holiday exemption does not apply to local taxes though St. Charles Parish will waive its local sales tax during that time.Louisianawill also observe its Second Amendment holiday from Friday, September 7, 2012, through Sunday, September 9, 2012. Hunting supplies do not include dogs, toy guns and vessels or off road vehicles utilized as children’s toys (I did not make this up, folks, it’s on the web site). The state also observed a hurricane preparedness sales tax holiday earlier in the year (May) which has expired.
Save on supplies. Dollar stores can be a good venue for buying routine items, especially school supplies, where quality doesn’t matter much. However, back-to-school promotions at the national chain office-supply stores might be even better, especially if you have the time to visit several stores over a few weeks and cherry-pick the loss leaders — notebooks for 5 cents or a box of crayons for a penny. Find those deals on the back and front covers of the retailer’s weekly advertisement. If the ad limits how many you buy, that’s often an indication it’s a great sale. Elledge estimates that parents who buy supplies from a single store just before school starts will pay two to three times more than ones who shop the sales. “I’ve just been cherry-picking school supplies that are 80 percent off or better,” said Elledge, who has children in eighth, third and first grades. “We’re easily cutting in half what we would normally spend.”
It’s not only school supplies. JCPenney, for example, is luring shoppers by offering free haircuts during August for children in kindergarten through sixth grade. Still, only 26 percent of parents say they are shopping where the best back-to-school promotions are offered, according to a study by retail research firm WSL Strategic Retail. Some schools offer a bundle of supplies for your child’s grade or class, sometimes as a fundraiser by the parent teacher organization. That will be more expensive than hunting for bargain supplies by yourself, but a lot less hassle. And once you factor in the cost of gasoline — if you’ll shop in person — the cost difference might be relatively small and time savings worthwhile.
