The Future Of Engineering Education At Stake
The Gujarat high court on December 23, 2010, treated an appeal by engineering lecturers appointed on ad hoc basis as a public interest litigation (PIL) and referred the issue to the chief justice.
All concerned authorities were also intimated to expedite the process of appointment .
Previously, the single judge bench had ordered the state government to decide the services of an ad hoc lecturer in engineering colleges across the city Dec. 12 even though there was no candidate available to replace them.
The court also allowed the authority to seek a reduced sanction of the contribution of this post. To this end, nearly 1,500 teachers were affected and 82 000 students studying in different engineering colleges in the state.
Teachers challenged this order before the division bench, with their counsel Dhaval Dave argued Engineering Colleges will have 25 percent vacancies in posts of teachers in sanctions. He cited examples of schools where there is only one teacher, and he was appointed an ad hoc force of sanctions against the five.
The lawyer also argued that posts of lecturers are filled on an ad hoc basis, when regular appointment does not take place through the Gujarat Public Service Commission . And the state government has not been able to fill up the 2,100 vacancies for quite some time through an examination conducted by the GPSC.
After hearing the arguments , a bench of Justice DH Waghela and Justice JC Upadhyay decided to consider the appeal as a PIL with observation that future of thousands of students and engineering education in the state is at stake, if the issue of appointment of lecturer is not addressed in a proper manner.
The bench also told the GPSC, AICTE, director of technical education and the state government to take the issue seriously and expedite the process to resolve this problem.
