It increases the bonding between the toner and the clothes by making the toner much softer. Thus it becomes very hard to remove. Toner has static electric charge. Thus vacuum cleaner cannot be used for cleaning the toner. Instead of vacuum cleaner you may use HEPA filter for such cleaning.
